The single served per_skala row came from pp28_sources=['05100'] — PP 28/2025 Lampiran I.D p.202 row 24 (render image-verified at D6; regenerated from the sha256-pinned PDF byte-identically): an end-to-end mining-CONCESSION regime (IUP Tahap Kegiatan Eksplorasi, RKAB, Laporan Akhir Eksplorasi, Studi Kelayakan; Kewenangan Menteri/Kepala Badan) filed under the pre-split code. 05102's uraian explicitly EXCLUDES mining ('tidak mencakup aktivitas pertambangan batu bara … lihat kelompok 05101') and requires beneficiation be conducted 'secara terpisah dari proses pertambangan batu bara'.
